Heritage lost

Our heritage is going down, with no support and help from the governement and lack of localsupport. Can tourism help us in genrating some interest to these areas. Last week a visit to Himachal Pradesh India to a place called Sarain & Deiya. Neglect and indifference to our heritage was seen all round. Temples as old as 5000 yrs which needs to be preserved were awaiting for a helping hand from us the mankind.

Heritage preservation is one of the key issues in tourism. In fact, tourism has been very helpful to preserve monuments and historical buildings. There are countries like Italy where heritage is one of the main attractions and this means lots of incomes, but after the years you still see lots of monuments to be preserved.
I'm asking if tourism is the only way to push governments to preserve heritage or if it is the duty of any government anyway? I suppose that it will depend on the capacity of these governments and this is strongly tied to economic development.
