First, I have a dummy question: is technically possible to imagine an african community to work on computers with a low voltage system, like with a small solar panel or a small propeller?

Because if it's possible, everything is possible... Isn't it?

Edu should know something about that ;)

Premier twitter-débat politique français : des choses à en tirer ?

"Pourquoi s'intéresser à Twitter quand on est une personnalité politique ? Quels sont les risques ?" C'est à ces questions que 3 personnalités politiques françaises étaient invitées à débattre par l'Express.fr. mardi 21 juillet de 13h à 14h.
Prévenus à l’avance, tous les utilisateurs de twitter pouvaient participer et poser leurs questions. Il suffisait d’ajouter le code #lexpress à leurs messages sur la plateforme de microblogging.

Pendant une heure, Nathalie Kosciusko-Morizet, secrétaire d'Etat chargée de la prospective et du développement de l'économie numérique, Benoît Hamon, porte-parole du parti socialiste, et Alain Lambert, sénateur de l'Orne et ancien ministre du Budget, ont chacun posté près d'une réponse par minute.

Marie-Amélie Putallaz, journaliste et animatrice de communauté à l'Express.fr a encadré ce débat. Elle tire les premières conclusions :

Les participants ont eux aussi tiré le bilan des échanges. Alain Lambert a tweeté : "la concision évite quand même la langue de bois, elle oblige à élucider sa pensée pour répondre clairement". Nathalie Kociuscko-Morizet a jugé l'exercice "difficile" et écrit rester "dubitative sur la valeur ajoutée au débat".

Hola Oriol!

Thanks for your answer, I think you're right: "Tourism 2.0 demands more critical mass than very sophisticated technologies"... I've been "snorkelling" a little bit into Systems & Chaos Theory, & it looks like the productivity of any system depends of its "critical mass": not too small, not too big...
Do you think this is applicable to Tourism 2.0? Are we able to build a macro organization model which could break the upper limit of systems...?

Regarding to technology, I found a few informations on: www.viapc-1.com
You will see, as allways, that the innovation process is going towards any direction... actually towards old good competition spirit... "My cheap computer is better than yours, so I sell it more expensive..."

Do developing countries need to choose between 20 uncomplete, fragile & expensive computers? (competing is expensive) Or should we try to develop 2 or 3 really good, functional, cheap & green energy machines?

Colaborating & making usefull, long life & quality products, for the poor & for the rich, this could be more efective than any laptop, isn't it? NGOs have to "change their chip" too: try & learn to colaborate, through networks off course! ;)

The Tourism 2.0 demands more critical mass than very sophisticated technologies. Low voltage systems do exist and there are projects to make IT available to as much people as possible (from costs to resources). What we should not forget is the need of digital culture, what many experts don't see it as a priority in places where more basic needs are lacking. I still remember some studies done in some poor neighborhoods in the US when the Internet started to be used on commercial purpose. The capacity of those children in integrating their culture to Internet was high.
I'm sure there must we a way to integrate the African way to Tourism 2.0.
