Towards an Effective and Equitable Climate Change Agreement. Wuppertal proposal

The Wuppertal Institute is the author of a new proposal Towards an Effective and Equitable Climate Change Agreement. This German Institute is among the most prestigious research and consultancy centers in the use of energies and in climate change. It advises the European Commission and other international organizations.

This paper presents comprehensive proposals for the post-2012
climate regime: the scale of the challenge, emission targets for
industrialised countries, increased actions by Southern countries,
financing, technology, adaptation and deforestation. The proposals
are based on ongoing research by the Wuppertal Institute. The
current version represents a first draft that is currently
validated by external experts. The final version will be made
available on the website of the Wuppertal Institute in summer. The
currently available paper was presented on 2 June 2009 at the UNFCCC-
talks in Bonn. There, the Wuppertal Institute organised a side event
with the title "Towards an effective and equitable post-2012 regime".
The Bonn Climate Change talks from 1 to 12 June 2009 are to discuss
and to negotiate further international climate protection commitments
for the second commitment period of the Kyoto Protocol after 2012.
These commitments shall be adopted at the 15th conference of parties
in Copenhagen in December 2009.
